Bradford council approves enterprise-zone loan, leases, grants and routine contract actions

The Bradford City Council approved a slate of routine business items, including an enterprise-zone loan, leases, vendor contracts and several grants.
The chair read and the council voted to authorize an enterprise-zone loan agreement of $53,500 to Groovy Blaze LLC. The council also approved a resolution authorizing the City of Bradford to join the Pennsylvania Municipal Health Insurance Cooperative (PMHIC) and to enter the intergovernmental agreement required for membership.
Councilors approved a transfer of a 2017 Ford Explorer to the McCain County attorney’s office for use by a canine unit and moved to appoint Oren Pontius as a part-time firefighter/EMT. The council authorized a lease with Heather Joe doing business as Starlet Dance Connection at the Hatco Junior Business Development Center and directed the Office of Economic and Community Development to advertise for roof-replacement contract services at the Hackman Development Center.
Other consent items approved included acceptance of a quote from Allied Alarm Services Inc. for sprinkler-system monitoring, contracting Grand Greenhouse and Landscaping for downtown streetscape services, authorization to advertise and award the sale of a 2008 GMC Sierra truck, and acceptance of two grants: a $5,000 T-Mobile hometown grant for historic downtown work and a $40,000 grant from the King County Community Foundation through the American Refining Group legacy fund.
Clerk Laura called the roll and recorded motions and seconding of items; the chair managed the agenda and read the item numbers. Most items were handled on the consent calendar and approved by voice vote. The council closed the meeting after thanking attendees and noting follow-up business to be recorded by the clerk.
The council did not discuss substantial changes to policy or adopt ordinances requiring later readings during the recorded portions of this meeting; the actions were routine approvals and grant acceptances. No public-comment controversies or contested votes were recorded in these segments.
