Commission approves mutual-aid pact for water/wastewater and greenlights 2026 sewer-lining project

The Sandusky City Commission on March 9 adopted a resolution authorizing the city manager to enter a mutual-aid agreement with the Ohio Water & Wastewater Agency Response Network (OWRAN) to share resources during utility emergencies, and separately approved a resolution declaring the necessity of the 2026 sewer-lining project and directing the city manager to advertise for bids.
Commissioners noted the mutual-aid agreement is analogous to existing mutual-aid arrangements for police and fire and would expand cooperative response to water and wastewater disruptions. The resolution was presented as taking immediate effect under Section 14 of the city charter and passed on a roll call vote.
On the sewer-lining project, a commissioner described lining as a cost-saving alternative to excavating and replacing pipe: "It's leaving the significant amount of money that we save by doing the sleeves versus digging up holes and putting in laying new pipe," the commissioner said, noting the approach reduces infiltration of stormwater into the wastewater system and is intended to address longstanding issues on the east side of town. The commission approved the project specifications and engineer's estimate and authorized the city to solicit bids.
Both resolutions were approved in the regular agenda.
