Residents and staff discuss Thorn Valley road repairs; staff gives cost estimates

Residents of Thorn Valley presented drainage and pothole concerns and discussed options with village staff at the finance committee meeting.

Chair Renner recognized the matter and asked staff to explain options and timing. A staff member described three levels of work: spot regrading and drainage improvements (estimated at about $70,000), additional preparation to set the road profile for paving (an added roughly $100,000), and paving itself (about $50,000). "About 70,000 just to fix... If we were gonna pave the road, we would shave some more off it and set it to a profile that makes sense for paving. That would probably be on a $100,000. And then the paving itself is about $50,000," the staff member said.

Staff noted that when the subdivision was annexed there was an expectation that homeowners would pay a pro rata share for water and sewer extensions and road upgrades. Village staff said they could perform limited spot repairs and regrading with existing equipment and would explore moving the grade to improve drainage in the short term, but full resurfacing is more likely to require contractor work and coordination with utility extensions.

Residents asked whether the village would pay asphalt costs; staff replied that asphalt and full paving work normally involve per‑home cost shares and that the village is not proposing to unilaterally fund full paving without addressing sewer and water extension policy questions.

Next steps: staff will follow up with the neighborhood to discuss options and timing, plan possible spot regrading for the coming dry months and estimate detailed costs if the neighborhood pursues paving plus utility extension.
