The Lake Bluff Village Board on March 9 approved a 10-year master agreement with Axon to unify body-worn cameras, squad mobile video systems and digital evidence management software, consolidating staggered contracts into a single arrangement totaling $340,219.14 over 10 years and including a five-year opt-out option.
Village President (speaking for staff) said the unified contract will eliminate fragmented agreements and renewal gaps while preserving an annual spending profile “comparable” to current costs. The packet materials staff presented compared the proposed direct procurement to a Sourcewell-based contract, saying the Sourcewell option would cost about $443,171 over 10 years, creating roughly a $103,000 premium.
Police leadership described operational benefits and FOIA controls. The Police Chief said the portal and software allow integrated sharing with courts and prosecutors and that redaction tools in the new system “allow that really easily to be done by our staff,” adding that redactions require staff to watch footage ‘‘minute for minute, second for second’’ and that legal counsel is involved when there are questions about release.
Trustees asked about the accounting treatment of overlapping contracts and a carried credit in the first year; staff confirmed a pro rata credit would reduce initial charges. Staff also explained hardware life-cycle plans in the contract: scheduled replacement every three years for 18 body worn cameras and every five years for six mobile video systems, plus 2,000 gigabytes of cloud storage and professional redaction software.
The board cast a roll-call vote approving the resolution authorizing the purchase and service agreement with Axon. The contract includes an opt-out after five years and is structured to centralize administration and billing, staff said.
The board’s action now allows staff to finalize procurement consistent with the approved terms and proceed with implementation under the contract’s lifecycle schedule.
