Oakland approves consent agenda but tables Millholland Way resurfacing for public works follow-up

The Town of Oakland commission voted March 24 to approve most items on its consent agenda while removing and tabling a road surfacing project for additional public-works review.
The approved consent items included approval to negotiate a one-year before/after-school services agreement (RFP 2026-01), authorization of Disney litigation mediation related to tax-assessment issues affecting the Oakland Avenue Charter School, and approval of an agreement with Garcia Civil Contractors for planned improvements at the Winters Landing Drive and Mackie Avenue intersection (bid 2026-02). Mayor Shane Taylor asked that the road surfacing item (Millholland Way, Vandermere Avenue, Star and Demonstrate) be removed from the consent package so staff from public works could answer outstanding questions; the commission moved to accept the consent agenda with item (e) tabled. (Motion made by a commissioner and seconded; vote recorded as "Aye" and the motion carried.)
A staff member present explained that the town is the owner/operator of the charter school and that the school bears primary financial responsibility for debt related to prior tax-assessment issues discussed in the Disney litigation mediation.
The commission did not take final action on the road-surfacing item; staff will return with further information before the item is considered again.
