Adelanto manager outlines water upgrades, wastewater expansion and new pipe distributor project

The Adelanto City Manager told the council on Aug. 13 that the city is advancing infrastructure projects intended to support future growth, including comprehensive mapping of water assets, master‑planning work and an immediate wastewater optimization that will enable a planned 1,000,000‑gallon‑per‑day expansion.
In the manager’s report staff said the city has completed a citywide geographic information system to map water lines, valves and fire hydrants and that a water master plan is complete to guide future investment. The wastewater treatment plant optimization is underway with an immediate expansion planned to add another 1,000,000 gallons per day once the optimization is finished.
The manager also announced an economic development win: State Pipe & Supply, a West Coast carbon‑steel pipe distributor, has received approvals to develop a manufacturing and distribution site at Violet and Emerald Road. The presentation said Phase 1 will create a 62,000‑square‑foot facility on an 18‑acre site and is expected to produce more than 100 permanent jobs for the region.
On finance, staff reported the city successfully completed the 2023 audit and that the 2024 audit is on track; staff said those steps position Adelanto to pursue a formal bond rating for the first time in decades, which officials described as a "game changer" for future infrastructure investment.
Councilmembers thanked staff and noted community projects such as completion of a community garden perimeter fence; several councilmembers also asked for continued public outreach as infrastructure projects and new industrial development move forward.
