City Manager Jesse Flores told the council staff recommended a three‑year, not‑to‑exceed $400,000 agreement with RHRC 1 to provide human resources management services, including recruitment, payroll and risk management support, a contract the city said will be offset in part by salary savings. "We now have been advised that the current senior payroll human resources analyst has announced plans to retire this calendar year," Flores said while explaining the need for consultant support.
