City staff said the California building code updates on a three‑year cycle and that Lawndale currently adopted the 2022 code by reference; the ordinance would adopt the 2025 county codes by reference and would be exempt from CEQA under the cited exemption for this ministerial action. Staff confirmed required noticing was completed and recommended the council open the public hearing, take testimony and adopt the ordinance by title.
A member of the public expressed opposition to exempting projects from CEQA, citing concerns about soil testing and potential contamination for a local redevelopment example. After public testimony the council discussed local amendments and policy choices — Councilmember Pat Kearney said he favored not adopting certain county green‑building provisions — and then moved to adopt the ordinance by motion. The motion was seconded by Councilmember Suarez and passed unanimously.
The city attorney read the ordinance title into the record describing adoption by reference and local amendments to Title 15 of the municipal code. The ordinance will be incorporated into the municipal code per normal ordinance implementation procedures.
