La Habra Heights EPC votes unanimously to recommend member term limits and monthly meetings

The La Habra Heights Emergency Preparedness Committee voted unanimously on Feb. 19 to recommend changes to its bylaws setting member terms to three years with a maximum of two consecutive terms, instituting a two-year rotation for the chair, and holding monthly meetings from January through November.
The chair proposed the changes as a way to increase continuity and open leadership opportunities. "One year is just not enough to get things done," the chair said, arguing that two-year chair rotations and three-year member terms would allow projects to mature.
Members discussed qualifications and continuity. John Dominguez said he was concerned about whether every member could fulfill the chair role, and Villa Gomez said committees typically decide chair selection internally. After discussion the item was moved for recommendation and Villa Gomez seconded; in a roll-call vote members recorded their approval and the motion passed unanimously.
Staff agreed to draft a resolution reflecting the committee's recommended changes and circulate it to members before the next meeting so the committee can finalize language for presentation to City Council.
