Adelanto council hears update on possible FP-5 fire district annexation; study estimated at $150,000

Dr. Gil told the Adelanto City Council on July 30 that city staff are preparing to initiate the process to annex the city into the FP-5 fire district and provided background, cost and timeline estimates.
Dr. Gil said the council first passed an initial resolution on the issue in 2019 with another update in 2021, but progress was delayed while the city addressed outstanding audit work. He said the Local Agency Formation Commission (LAFCO) governs annexation processes and that the fire department and LAFCO have been supportive during preliminary discussions.
Dr. Gil estimated the overall annexation effort and associated studies could cost about $150,000, citing a prior San Bernardino analysis from roughly eight years ago that had estimated a financial impact report at about $100,000. He said the LAFCO process typically takes about one to 1.5 years and emphasized this presentation was informational only: "This is not a motion to annex here," he said, adding the briefing was provided "in the spirit of transparency."
Council did not vote on annexation at the special meeting; Dr. Gil invited council feedback as staff proceeds with planning and the necessary studies.
The council's next regular meeting is scheduled for Aug. 13 at 10:00 a.m.
