She explained designations last five years and are placed on teaching certificates; this year the district expects to recognize 32 designated teachers, 29 of whom are receiving their first designation in Duncanville ISD.
Under the plan, designated teachers will receive 30% of their allotment in June and 70% in August to encourage those teachers to return for the next school year; Mrs. Brown said the funds are TRS‑eligible and that TEA requires 90% of TIA funds be spent on teacher compensation. The plan passed unanimously.
Board members asked about correlations between district growth measures (I‑Ready, NWEA MAP) and STAAR results; Mrs. Brown said TEA’s validation process includes value‑added measures and that the district passed the required data tests, but she offered to provide more direct correlation data on teacher designations and STAAR performance.
Implications: The approved plan concentrates TIA dollars on designated teachers and sets a payment schedule intended to support retention. Administration said future phases will expand designation opportunities across additional subjects and grades.
