The Adelanto City Council approved the award of a construction contract to Vance Corporation for rehabilitation of Pond 1 at the wastewater treatment plant.
Staff described the project as grading and vegetation removal to restore percolation rates, remove sediment, address structural inlet/outlet concerns and improve the plant’s ability to reuse treated water. The lowest responsive bid and staff recommendation was $165,961.69; staff said funds will be paid by the Adelanto Public Utility Authority with no impact to the general fund.
Staff added that recent inspections identified sediment accumulation and reduced percolation rates; completing the rehabilitation will allow the plant to capture more treated water for reuse and reduce domestic water demand at the plant. Staff estimated the reuse could save “30 to 40 gallons per day” in domestic water usage at the facility.
Council discussed procurement and whether contractors had adequate site access and made clear the work is primarily grading. The council approved the contract award by voice vote.
Next steps: staff will coordinate scheduling and staging with the contractor and return to council with any contract change orders or schedule impacts; work is expected to proceed under APUA funding.
