Staff recommended awarding a professional services agreement to Menagar and Associates for $289,876.50 to prepare environmental documents, plans and specifications required to advertise the work for construction bids. City staff said the Rancho/Bellflower intersection was selected based on a Local Roadway Safety Plan that identified it as a high‑priority safety location; if design begins in summer, staff expects to advertise construction bids later in the year and anticipates signal installation by fall.
Councilmembers discussed nearby intersections and earlier council actions on high‑visibility crosswalk striping. Staff confirmed the intersection meets signal warrants and that the city is pursuing complementary Safe Routes to School work in the corridor.
The contract award is funded by the HSIP grant and will not impact the general fund, according to staff. Council approved the staff recommendation and directed staff to proceed with design and grant administration tasks.
