Committee hears guardrail plan-check progress; staff flags costly design needs and emergency storm-drain repair

The Rhodes Advisory Committee received updates March 25 on guardrail plan checks, upcoming bids and emergency repairs.
A Staff member said Gerald completed another round of plan checks on the guardrail plans and resubmitted them to the design engineer, with only a couple of minor comments remaining. Staff said once plans and specs are finalized they must go to Caltrans for review and clearance (an e-76) before the project can be bid; Caltrans reviews typically take about a month-and-a-half to two months, the Staff member said.
On a particular guardrail near the golf club entrance and the west-side drop-off, staff warned that bringing the feature up to current Caltrans standards "would take a lot of regrading and geotechnical and retaining wall work" and said the design estimate for that location was about $900,000. "That estimate we got for the design component of it was about $900,000 just to do the design work for it," the Staff member said, explaining why the site is not currently in the guardrail bid package.
Staff also reported an emergency situation on Vista near Pine Edge where a storm drain collapsed and a small section of roadway failed; staff said they are pursuing an emergency repair for that location and are preparing bid documents for repairs on other damaged guardrails that were recently struck.
The committee also heard that Edison will replace poles on East Road, which required short, localized road closures for safety during pole work. Staff noted Edison and other utilities currently use drones for power-line inspection, and the city uses drone and satellite tools for brush-clearance planning tied to fire-risk scoring.
Next steps: staff will complete final plan checks, submit packages to Caltrans for clearance, solicit bids for guardrail repairs that do not require major redesign and proceed with an emergency repair for the collapsed Vista storm drain.
