The Isla Vista Community Services District board on Monday adopted two ordinances to create Parking District No. 1 and a Parking Place Commission to operate, manage and control parking places within the new district.
Vice President Pilat opened the second readings of both ordinances and the staff recommendation was to adopt. A board member moved and another seconded the ordinances; for the first ordinance the maker and seconder were recorded as Paulette and Carmichael. The chair called a roll-call vote, and the board voted to adopt both ordinances.
Board members praised staff and consultants for outreach and implementation planning. A director thanked staff and outside consultants Dixon and Associates for their work and said community feedback since the first reading had been “really positive.” The general manager described lessons from a recent parking conference staff attended and said the district had identified lower-cost vendor options while expanding its work plan.
Members of the public who spoke on the item urged clear enforcement language in the ordinances, particularly around vehicle storage on public streets. A long-time Isla Vista resident said street storage of vehicles should be treated as an infraction to free up parking supply and emphasized the need for detailed provisions and enforcement to meet demand from new development.
The board moved into reports after the votes and later recessed into closed session to conduct the general manager evaluation under California Government Code 54957.1. The ordinances were described on the meeting agenda as: Ordinance No. 1 to form Parking District No. 1 (to improve parking conditions) and Ordinance No. 2 to establish the Parking Place Commission (to operate and manage parking places within the district).
