Adelanto council advances first reading of Northeast mixed‑use overlay to increase housing and mixed‑use density

Planning staff recommended the city council adopt an addendum to the 2014 environmental impact report and introduce Ordinance No. 658 to establish a Northeast mixed‑use overlay zone for the Atalanta North 2035 plan area.
Planner Naeika (presenting staff analysis) said the overlay is intended to increase residential and commercial density, expand mixed‑use development opportunities and allow single‑family units up to 1,100 square feet on minimum lots of 3,600 square feet. The proposal also would permit HUD‑approved prefabricated and modular housing within the overlay, and allow eligible homeowners to refinance properties affected by prior zoning nonconformance. Staff concluded the project as revised would not have a significant environmental effect under CEQA and recommended adoption of the addendum and introduction of the ordinance.
Council members praised staff work. Councilwoman Evans said the change had been a long‑standing request tied to flood mitigation needs and refinancing barriers for existing homeowners. Councilor Mesa described the overlay as an opportunity for mixed‑use development near Highway 395 that could attract retail and restaurants and support new residential types.
The council voted to accept staff’s recommendation, introduced Ordinance No. 658 (GPA 25‑01/ZTA 25‑01) and scheduled its second reading and adoption for the next regular meeting. Staff said the amendment is the first general plan amendment for 2025 and is intended to address nonconforming uses and the region’s housing needs.
