The Atwater City Council on June 23 approved initiating the annual assessment-levy proceedings for the city’s maintenance districts for fiscal year 2025–26.
City staff explained the item is an annual requirement under state law. An engineer’s report in the council packet showed most levies remain unchanged; some adjustments were minor. A councilmember pressed staff on whether residents receive the services they pay for, noting staffing shortages that can affect service delivery. Staff said landscaping is provided by Joe’s Landscaping and that residents who have complaints should contact city staff so crews can be dispatched.
The council moved to approve staff’s recommendation. One councilmember announced a recusal from item 13 on the consent calendar because a spouse works for the Central Valley Regional Center; that recusal was recorded but did not block passage of the consent calendar items other than 13.
