"The Army is planning to do all of the work themselves as well as fund all the funding," Ryan said, adding that the Army will accept public comments until March 9 before finalizing its plans.
Staff said the Army will need to coordinate traffic and construction staging with the city and recommended ensuring at least one lane of traffic remains open during work to minimize impacts. Ryan also reported a recent localized collapse of the Carmel stone wall near the site and said that the city had submitted a letter for the mayor to sign supporting the lower retaining-wall option.
No timeline for construction was specified; staff said they would watch the Army's public comment process and coordinate next steps with council as details become available.
