Atwater council introduces overhaul of citywide parking rules, keeps two-space baseline for single-family homes

City Manager Holmes told the council the planning commission reviewed the draft and recommended approval. Holmes said the city looked to the City of Merced’s more modern, comprehensive parking ordinance as a model but intentionally retained Atwater’s typical two-space requirement for single-family residences. "We looked to other cities and found that the City of Merced has a really good comprehensive and modern parking ordinance," Holmes said, adding the city would keep two parking spaces for most single-family homes.
The proposal, Holmes said, is the first of several changes to streamline zoning rules and make the code more business- and development-friendly. No members of the public spoke on the item during its hearing; the council closed public comment before taking action.
Motion to waive the first reading and introduce the ordinance was made, seconded and carried. The planning commission recommendation and the council’s introduction require a second reading and formal adoption at the council’s next regular meeting.
What happens next: The ordinance returns for a second reading at the council’s July meeting; staff said more zoning updates are planned after that step.
