Staff testified that applicants would have five years to act on an approved site plan rather than applying every six months for extensions, and that retroactive administrative relief for recently expired maps could be provided at the staff level if the council adopts the change.
Commissioners raised concerns that extending site-plan durations could create situations where projects sit under superseded building codes for several years. Staff responded that the amendment affects only site-plan approval expirations and not the entire building-code approval package. The commission found the action categorically exempt under CEQA Guidelines §15061 and adopted Resolution No. 027425 recommending council adoption; the motion passed by voice vote.
Next steps: Staff will transmit Resolution No. 027425 and the proposed ordinance language to the City Council for consideration.
