Planning commission approves 532-sq-ft awning for Backstage Wine Bar at 295 Magnolia

The Larkspur Planning Commission voted unanimously Dec. 9 to approve a design review authorizing a new 532-square-foot awning over the front patio of the commercial space at 295 Magnolia Avenue, the site currently occupied by Backstage Wine Bar.
Staff presented PLN25-015 and told the commission the property is not a designated historic resource but lies within the downtown registered district; the Heritage Preservation Board reviewed the proposal and forwarded a recommendation of approval. Staff recommended approval subject to conditions and a Class 1 CEQA exemption.
Commission discussion focused on materials and weather protection. Staff said the awning will be charcoal gray, strictly an overhead canopy with no side panels, and will not encroach on the public right-of-way. Commissioner Campbell praised the design’s openness, saying it will “make for an open space that people can use outside year round.”
Commissioner Hall moved to approve the design review; Commissioner Campbell seconded. The commission recorded a 3–0 vote in favor, with two commissioners absent. Staff noted the approval is subject to a 10-day appeal period; interested parties may file the required form and fee with the city clerk before 5 p.m. on the tenth day.
The project does not include other exterior alterations; any future changes that affect the right-of-way, add side panels or alter height would require additional review.
