Council sets April public hearing for Redwood Crossings CFD, approves resolution of intent

Rohnert Park — The City Council voted unanimously on March 24 to adopt a resolution of intention to establish the Redwood Crossings Community Facilities District (CFD) and set a public hearing for April 28, 2026.
Deputy City Engineer Justin Brandt summarized the project history and the financing mechanism. He said the development agreement (approved in 2018) anticipates a public service payment tied to the rezoning and that "in today's dollars, that's $1,066" per unit for the first year, subject to CPI adjustments. Brandt said the developer petitioned to comply with the development agreement and that the CFD would fund maintenance, landscape and operations and certain stormwater costs; it will not cover water, sewer or street infrastructure.
Brandt told the council the site is roughly 6.5 acres and proposed for 105 rental townhomes; the development agreement calls for 11 affordable units. He said the developer anticipates pulling the first building permit around May 15, 2026, and hopes to complete construction by 2027.
City staff explained that the CFD will be accounted as a special revenue source and that, in this case, there is no fixed percentage set aside by statute for public safety or other departments — the city will allocate funds based on needs and budget priorities. City staff also noted that voting on the CFD formation will be by the property owner(s) because there are no registered voters at the parcels proposed for the district.
Council members raised questions about traffic mitigation and how CFD revenue is allocated. The city manager and deputy engineer said traffic mitigation was part of the DA and that the CFD's flexibility is intentional: "There’s no specific percentage that goes to public safety," the city manager said; the funds will be tracked and transferred as special revenues for programmatic uses.
The council moved to adopt the resolution of intention to form the CFD and set the public hearing for April 28, 2026; the motion passed 5-0. Staff said the ballot package will be mailed to the owner and the item will return for a subsequent public hearing and final action following the owner vote.
