Old Bayshore Highway complete‑streets project advances toward design with $19 million in anticipated funding

City staff updated the commission on the Old Bayshore Highway complete‑streets project and said the team will begin advancing design now that grants have progressed through regional review.
Mister Wong recapped the 2022 feasibility study and described the corridor’s existing conditions — limited bicycle facilities, tide‑related flooding in places, commercial and hotel land uses, and a direct connection to the Millbrae transit facility. The preferred concept preserves two travel lanes in each direction with left‑turn pockets, adds Class IV protected bike lanes and ADA‑compliant sidewalks, improves crossings and raises drainage performance.
Wong said initial engineer’s estimates in the feasibility work put construction near $16 million, but concurrent cost increases and the Broadway project’s revised costs pushed the corridor estimate toward $24 million. He said the project is expected to receive approximately $19 million of funding pending final steps and will use additional value engineering to narrow the remaining gap before advancing to design.
Staff is issuing an RFP to select a design team, will hold public outreach next year and intends to present design phases to the community and the commission before taking the project to council and bid. Wong said construction timing remains to be determined.
Commissioners expressed general support and requested continued community outreach and coordination with businesses and the airport access traffic pattern during design.
