The Atwater City Council on Dec. 8 held a ceremonial oath for four police personnel. The mayor announced that City Clerk Corey Billings would administer the ceremonial oath of office for newly appointed police officer Davion Bell and the promotions of Trevor Phillips and Dave Goodwin to corporal and Nicolette Mulligan to sergeant.
City Clerk Corey Billings administered the oath. Police Chief Randall introduced the officers and described Mulligan as "our newest sergeant" and said she had been with the department since 2019 and was coming from the detective division. The chief said corporals Phillips and Goodwin ranked first and second in a promotion process and would begin their corporate assignments in January to provide an additional supervisory layer on patrol.
Council and the audience congratulated the officers; the mayor invited them to remain for the remainder of the meeting but said they did not have to stay.
Next steps: Promotions take effect in January for the corporal assignments; the new sergeant will assume supervisory responsibilities in her assigned unit.
