Atwater City Council on Jan. 12 approved a budget amendment authorizing staff to pursue acquisition of up to two properties for the Osborne Park expansion project.
City staff told the council the amendment covers acquisition costs and that $900,000 of the authorization will come from one-time general-fund money; additional funds would come from park impact fees that, by law, can be used only for new parkland and related improvements. Staff emphasized this authorization is an initial step for purchase and due-diligence; construction and development costs were not included in the amendment and will require additional funding sources.
During public comment Adam Reed asked clarifying questions about ownership and whether the specific parcel under consideration is the same property mentioned in prior closed-session items; staff said the amendment covers multiple potential properties and that more detail will be provided as acquisitions proceed. Councilmembers noted the need to return with a clear phase plan and timeline for development before committing construction money.
The council approved the motion by roll call. Staff was directed to return with property-specific details and financing plans at a future meeting.
