Atwater council approves multiple zoning and building-code updates

City staff described three ordinance introductions: text amendment 25-12-0100 updates setback figures for certain low-density residential zones to match neighboring standards; 25-13-0100 aligns site-plan approval expirations with conditional-use permit timelines; and 25-16-0100 allows carports to be located on paved driveways subject to safety setbacks and permitting. Planning staff said developers affected by the setback change were consulted and supported the revision.
"It basically brings it in line with the typical development standards that you'd see in the Central Valley," said Chris, the staff member presenting the code changes. Council asked procedural questions about grandfathering and permitting for existing carports; Chris replied that safety rules (for example, a five-foot clearance from houses in some configurations) would still apply and that the permitting process would be straightforward.
On the required second-reading item, staff explained that Title 15 (Buildings and Construction) must be updated on a triennial basis to remain consistent with the California Building Code. Chris said the update is routine and reflects the state-mandated cycle.
Each ordinance introduction and the Title 15 adoption was approved by motion and recorded as passing. There was no public comment on these items.
