The San Dimas City Council approved a proposed extension of the city's solid-waste franchise agreement on a 5–0 voice vote after residents raised questions about how rates are calculated.
Resident Ruth Louvain told the council she reviewed an Excel rate table in the agenda packet and said San Dimas households would pay about $38.22 per month compared with $31.41 in nearby La Verne. "Residents would be paying $38.22 while La Verne would be paying $31.41," Louvain said, urging the council to review alternatives and consider discounts for fixed‑income households before finalizing any renewal.
Council members asked staff to explain the apparent differences in the comparison. Lauren Marshall, senior management analyst, said the city's formula separates a 75% service component and a 25% disposal component; when the two pieces are combined in San Dimas' model, she said recent adjustments have been lower than a straight CPI-plus model used by some neighboring cities. "When you take those together ... it actually ends up, like, as in last rate adjustment, it's less than CPI," Marshall told the council, and she confirmed the franchise agreement continues to provide discounts for seniors and other qualifying residents.
After the explanation, a councilmember moved to approve the agreement "as proposed," a motion that was seconded and carried unanimously. The council approved the consent‑calendar amendment to move item 12 for separate consideration and then approved the agreement 5–0.
The contract extension and related rate adjustments will be implemented per the terms in the staff report; staff said further details about any individual exemptions or assistance programs remain available through the city's franchise management process.
