Council approves revisions to field allocation policy to allow July use for postseason play

Parks and Recreation Director Scott Wasserman reviewed the amendments. He said staff recommends restoring language from the 2019 policy that allows the director to make administrative (non-fee) changes; specifying which federal holidays preclude field scheduling to give residents predictable breaks; clarifying that amplified sound must comply with the San Dimas Municipal Code; adding requirements that user groups screen staff, board members and volunteers under California law; and requiring scheduling changes to be submitted in writing to reduce confusion among the city's many youth sports organizations.
Wasserman also said the dormancy period (previously in June, July and December–January) is being revised so fields may remain available into July to accommodate teams with postseason or all-star play. He told council the change is expected to reduce overall July usage because only advancing teams would continue to practice, while maintaining sufficient time for seasonal maintenance.
Council discussed comparability with neighboring cities and asked which jurisdictions staff consulted; Wasserman said staff reviewed local policies including La Verne, Glendora and Walnut. After brief discussion, council moved, seconded and approved the item as part of the consent calendar; the motion carried 5–0.
Vote and next steps: the council approved the policy revisions on Aug. 12; staff will implement the updated policy and report back as needed.
