City awards Reflection and Wardman Park construction contracts as part of downtown improvements

Desert Hot Springs’ City Council on July 1 voted unanimously to award construction contracts for two park projects intended to improve amenities and beautify downtown areas.
Staff recommended the Reflection Park project (project 4002) be awarded to Landmark Associated Builders, the lowest responsive bidder at $469,500. The staff report set a total project budget of about $561,448 to cover construction, contingencies and construction management; funding sources include CDBG grants and QMB funds. Reflection Park is on the northwest corner of Palm Drive and 8th Street; staff estimated start within weeks and completion toward the end of the year.
The council also approved the Wardman Park improvement project (project 4012) awarding a construction agreement to the same contractor for $179,500 with a 10% contingency; the project budget is $232,872. The Wardman work will add shade structures over bleacher seating and other family‑oriented improvements.
Staff told council that federal CDBG procurement requirements limit some contractor participation and that only one bid was received for each project despite wide plan distribution. Council members noted the bids were below engineer estimates and supported moving forward to keep projects on schedule.
