Council tables Greenview paving question after councilmember cites unfinished work

Summary
A councilmember said a recently contracted Zone 4 paving project left a significant strip of Greenview Road ungrinded and urged tabling until staff inspects and produces a fuller report; staff and the city engineer said contractor payment is measured by grind area and tonnage and agreed to a field meeting and June follow-up.
Council discussion of the Zone 4 street-improvement project focused on a dispute over paving limits on Greenview Road and produced a motion to table further action pending a field inspection and a fuller staff report.
A councilmember who lives on Greenview said the recent work stopped short of the roadway edge for about 100–220 feet and that planned grubbing around a storm drain was not completed. “As far as I’m concerned… the job wasn’t anywhere close to being done the way we would expect it to be done based upon the plans that you folks put out,” the councilmember said, urging the council to ask staff for a more complete account and to postpone acceptance.
The city engineer said contractor payment is calculated by measured grind square footage and asphalt tonnage; if an area was not ground or paved, the city would not pay for that quantity. Staff and the councilmember agreed to meet on site; the council voted to table the item for June so staff can produce a more detailed report and field measurements.
Separately, staff presented a draft fiscal-year 2025–26 project list required to receive RMRA/SB 1 funds (an estimated $148,343) and noted the list may be amended during design; the council moved to adopt the resolution for SB1 submittal as presented.
Council direction: staff will arrange an on-site inspection with the councilmember and return with measured quantities and a fuller report for the June meeting.
