Alameda construction projects to shift bus stops and create detours; Clement Hill work to cause most disruption

Bridal Crystalier, an engineer in Alameda's public works department, presented a series of ongoing and upcoming construction projects that will affect bus operations and stops across the island.
Crystalier said the Central Avenue project runs about 1.7 miles from the Pacific/Maine intersection to Central and Sherman; work along Central is substantially complete but stop relocations and reroutes have already been implemented. The sanitary-sewer replacement work coincides with some AC Transit routes but will rely on flaggers rather than full lane closures, she said.
She identified the Clement Hill project as the most impactful for transit. Contractors are coordinating with AC Transit operations, and the project will run through November with staged closures: an initial phase with the southbound lane closed is in place and more impactful closures are expected starting in late March. Fernside is expected to be closed late March through June for construction; the bus stop at that location has already been demolished and is scheduled for reconstruction in September–November.
Crystalier said weather delays (several weeks of heavy rain) have pushed some work but that much of the Central Avenue work remains ahead of the August 2026 original completion target, and staff now expect substantial completion in late spring to early summer. She also said changeable message signs will be posted at High Street/Otis to direct drivers to detours and reduce cut-through traffic near Fernside.
Other projects noted: shoreline outfalls and storm-drain rehabilitation at Crown Beach (no roadway impacts expected), Lincoln Park pathway lighting (sidewalk work only), and the annual paving program (striping and signage that should be manageable with flaggers). Crystalier said staff are preparing temporary bus-stop upgrades on Willie Stargell Avenue and expect to advertise bids in one to two months with construction starting in two to three months.
On communications, Crystalier said staff routinely notify navigation services (Waze, Google, Apple) via established email contacts to update mapping services. AC Transit and city staff signaled they will continue close coordination on detours, temporary stop locations and rider notices.
Next steps: city and AC Transit staff will continue operational coordination and post rider alerts and temporary signage at affected stops as construction proceeds.
