Council approves five-year water tank maintenance program after warnings of costly replacements

The Weed City Council voted to award a five-year water tank maintenance contract to Superior Tank Solutions after staff warned that deferred upkeep could force multi-million-dollar replacements.
Public works staff told the council they issued an RFP on Oct. 6 and received two bids; the five-year program covers annual inspections, cleaning and recommended maintenance to bring tanks up to state safety standards. "If we don't do something now, it will cost us a couple million dollars to replace this tank," the presenting staff member said, urging the council to approve the program.
Council discussion clarified that the program includes both inspections and some repair work; one council member referenced an estimated figure of about $478,000 related to work and refurbishment that would bring aging tanks up to regulatory requirements. Staff said the contract includes work on multiple tanks, including full refurbishment of the tank near South Lee Boulevard, and that bringing tanks into compliance should reduce the risk of sudden, large rate increases later.
The council approved the contract by roll call. Staff said they expect the program to help meet state regulatory requirements the city had not previously completed and to reduce administrative time spent investigating meter and billing issues tied to poor tank maintenance.
Council asked whether the program would address household copper or mineral concerns; staff replied that some household plumbing issues are outside the scope of tank maintenance and homeowners should check local piping.
The contract award is intended to begin inspections and maintenance work this fiscal cycle; staff will return with implementation details and a schedule for tank refurbishments.
