IVCSD approves DataTicket contract as part of parking-enforcement rollout

The Isla Vista Community Services District voted to approve a contract with DataTicket for the district’s parking citation software on Jan. 13, a key operational step in launching its parking enforcement program.

Jenna, the staff lead on the parking rollout, told the board the vendor was selected after consultations with other California jurisdictions and follow-up from a parking conference. She said DataTicket provides handheld citation tools, back-end payment processing and adjudication workflows and that the company’s California experience informed the recommendation.

Jenna also confirmed that the vendor integrates with the DMV and handles delinquency workflows, and that the contract terms discussed will require staff to finalize a detailed bail schedule (the matrix of citation amounts) and a limited contract with an outside partner for program support. "They're integrated with the DMV," Jenna said when asked about collections and DMV holds for unpaid citations.

Board members asked about vendor fees, revenue splits and whether the vendor’s processing cuts or delinquency collections would be borne by the district; staff said most routine processing fees are modest per citation and that delinquent accounts have separate collection steps with higher fees. The board reserved authority to set a final bail schedule and escalation rules before full launch.

After discussion the board approved the DataTicket contract by voice vote so staff can complete integration and procurement items before a planned April 1 start of active ticketing.
