Weed council introduces overhaul of municipal water code to clarify billing and drought rules

The Weed City Council voted to introduce by title Ordinance 489-2025, a comprehensive rewrite of the city's water code meant to clarify responsibilities for service, billing norms and drought response.

Council members and staff framed the ordinance as an effort to close gaps that left the city exposed when water disputes arose. "Water is the lifeblood of our community," a city official said, arguing the code update will protect both the supply and the city from legal exposure. The staff presentation said the ordinance establishes a clear line of demarcation between the city's mains and a customer's property and adds procedures for drought management and billing enforcement.

The ordinance, as presented, does not raise rates. "This doesn't have rates," the presenting official said. "Rates are established by resolution." Staff said the rewrite worked to pair technical standards, billing rules and customer responsibilities so front-line personnel and council have consistent guidance.

Council members praised staff for drafting the code and said better-defined rules should reduce time staff spend investigating billing disputes. One member noted the city previously relied on informal practices for water connections and meter handling and welcomed a formal rule set.

The council approved the motion to introduce the ordinance by title only and will return for a subsequent reading where the full text will be considered. If adopted, the code will create an administrative framework for billing practices, water-use restrictions and an automatic escalation process when drought criteria are met.

The action is the first step; the council must schedule a second reading and a final vote before the ordinance becomes law.
