District reports hiring parking team, festival permits secured and LAFCO engagement as cityhood study begins

The Isla Vista Community Services District’s general manager updated the board on staffing, permits and interagency work.
Staff have hired a three-person parking team and completed parking-focused training that included de-escalation and public interaction practices, Speaker 1 said. The district handed out informational 'pink slips' as warnings ahead of ticketing and has begun targeted outreach about parking rules.
On the festival front, the district secured county approval for the spring festival permit and obtained a new waste ordinance; final approval to use parks is pending the IVRPD board meeting. Speaker 1 said some festival costs—about $7,000 for ambulance coverage—were newly required and led to the budget adjustment the board later approved.
Staff also reported a successful presentation to LAFCO to document current services and authorities; the general manager said the agency’s representatives did not voice the critics’ concerns during the LAFCO meeting. The district has cosponsored a statewide cannabis grant application intended to support Bill’s Bus, a sober-ride program, and will bring formal ratification of that cosponsorship back to the board at the next meeting.
Board members thanked staff for a busy month of outreach and interagency coordination and noted ongoing work on EV chargers and compost collection sites.
