Isla Vista board elects Catherine Carmichael as president, endorses new vice leadership

Catherine Carmichael was elected president of the Isla Vista Community Services District during the board’s organizational session on Jan. 13, succeeding an outgoing president who said he was “passing the torch.”

Outgoing board president Spencer, who opened the meeting, framed the change as part of a leadership pipeline effort and said that after multiple terms he believes “now is the right time to pass the torch to new board leadership.” Board members responded with endorsements and personal thanks before the motion to appoint Carmichael and the vice presidents was put to a voice vote and approved unanimously.

The election followed a brief roll call and public comment period. Directors who spoke during the nomination discussion highlighted the nominees’ committee experience and readiness to manage the board’s priorities for the coming year. One public commenter called the turnout for the meeting “a great exercise in democracy,” a sentiment echoed by several board members as they moved into committee selection.

After the leadership vote the board discussed and ratified committee assignments across standing and ad hoc bodies — including policy, finance, legislative, library ad hoc and property negotiation committees — so newly appointed leaders would know committee membership going into the calendar year.

The board also adopted a regular meeting schedule for the year and set expectations for onboarding. The organizational actions are procedural: they establish who will preside over future meetings and who will represent the district on interagency bodies and advisory panels.

The board ended the organizational portion of the meeting by congratulating the new president and moving on to the rest of the agenda.
