Council approves annexation of Eden and Haven at Covenant Point into Loma Linda maintenance and streetlight districts

The Loma Linda City Council adopted two resolutions confirming annexation of two new residential tracts — Eden at Covenant Point (Tract 20403) and Haven at Covenant Point (Tract 20404) — into the city’s Landscape Maintenance District No. 1 and Streetlight Benefit Assessment District No. 1.
The clerk reported that the city received four ballots for the landscape district annexation and four ballots for the streetlight assessment; each ballot returned indicated support for annexation. The council adopted council bill R-2025-33 (landscape maintenance) and council bill R-2025-34 (streetlight benefit), overruling protests and ordering levy and collection of assessments commencing in fiscal year 2026–27 if the homeowners associations do not maintain the improvements.
Mayor commented that developer-handled ballots often return unanimous support and noted the city’s objective that new communities be responsible for their own landscaping and street-lighting costs rather than shifting those costs to the general fund. “So as new communities come online, it’s a standard practice to ensure this happens,” the mayor said.
The resolutions state that assessments and diagrams are recorded as part of the annexation approval and will be implemented beginning in the specified fiscal year. Council approved both measures by motion; the clerk announced the motions carried.
Next steps: staff will record assessment diagrams and begin levy processes in advance of fiscal year 2026–27; affected property owners will receive notice through normal assessment procedures.
