City staff presented the 2025 annual progress report on La Habra Heights’ certified housing element and recommended the council accept the report and direct staff to file it with the California Department of Housing and Community Development (HCD).
The staff presentation summarized the standardized tables required by HCD. Staff reported one very‑low‑income building permit and three non‑deed‑restricted above‑moderate permits issued in 2025, and eight accessory dwelling unit (ADU) applications processed in the past year. No city‑owned surplus sites were sold or disposed of during the reporting period.
"We completed our rezonings required as part of the housing element process and are now reporting on program implementation and units processed," staff said. The report also identified programs in Table D and noted ongoing implementation tasks; councilmember Carol Engelert and resident volunteers have been assisting staff in gathering supporting documentation.
Councilmember Carol Engelert moved to accept the report and direct staff to file it with HCD by April 1; the motion passed unanimously.
