The Compton City Council on March 17 approved a resolution authorizing the city manager to amend the professional services agreement with Bowman Infrastructure Engineers LTD and establish a purchase order for additional construction management and inspection services for the road repair project Phase 9 in the amount of $204,116.70.
Council members questioned an hourly rate schedule included in the backup materials, asking about positions and listed rates such as a project manager at $190 per hour and a survey crew rate shown at $278 per hour. A staff member explained that contractors bill by position and number of hours and that those billed rates would be charged against the $204,116.70 budget for construction management services.
One council member pressed for clarification on which positions would be sent to a given project and how the hours would be invoiced. Staff said contractors submit detailed billing indicating position, number of hours and work performed, which the city reviews before paying.
On the vote, the council recorded four affirmative votes and one abstention; the motion passed.
Next steps: staff will proceed with the contract amendment and monitor invoices for detailed billing by position and hours.
