Contracts and agreements: The council authorized the mayor to sign a professional-services agreement with Matrix Consulting Group for a law-enforcement strategic-planning study; city staff said the consultant will invoice monthly, hold a kickoff meeting and then conduct stakeholder interviews. Council also approved Welch Comer's engineering services agreement for the Honeysuckle–Government Way intersection design after a motion and roll-call vote.
Parks acquisition: Council authorized staff to submit an offer to purchase roughly 1.99- and 0.234-acre parcels off East Miles Avenue using park-impact-fee funds to preserve land for a future park; staff said park-impact fees must be used within seven years and the city currently holds a little over $2 million in that account.
Code amendments and next steps: Staff presented proposed amendments to City Code Title 6-1-3 to clarify towing authority for public-service activities beyond snow events (including construction and utility work). Council directed staff to finalize the proposed changes and proceed with public notice and the formal adoption process. The council also received an annual trust report from IIIA and monthly public-safety statistics from the sheriff’s office.
