Council hears consultant report on Bulls Creek stormwater project and CDBG opportunities

The Weed City Council held a public hearing on Community Development Block Grant‑eligible activities and a proposed Bulls Creek Stormwater Improvement Project, during which the consultant said the project addresses a longstanding flood bottleneck and is prepared for application when the NOFA is published.
Brandy Caparazzo of Great Northern Services (S6) told the council the project addresses a bottleneck on Main Street near the old Les Schwab building and that NEPA is complete. She described CDBG application limits and timelines from the consolidated plan and said jurisdictions can submit up to three applications with a jurisdictional cap described in the packet. For the Bulls Creek project, staff and consultants estimated a project cost near $3,300,000 and said PACE Engineering is finalizing a budget and will serve as the engineer of record.
“This is their opportunity to voice those opinions,” S6 said of the public hearing required by HCD and HUD, and she added that the NOFA was expected to be released in the summer and would open a competitive scoring period. When asked, Caparazzo said the Corps of Engineers had participated in permitting and that permitting work and easements are wrapping up.
Council members requested a detailed budget to be returned with the resolution that authorizes application submission; Caparazzo said the council will receive a full budget when PACE finishes estimates and the NOFA is released. There were no public opponents at the hearing and the public hearing was closed after the consultant’s presentation and questions.
