Edwards said the outside work would be performed outside his regular library hours and that he had discussed time commitments with staff; he said the form documents the hours and routing. The board debated whether the city's routing of the form (assistant city manager sign-off) was appropriate given the director's joint responsibilities with museums under the city manager.
After discussion, a motion to approve the outside employment was moved and seconded and the board voted in favor; the chair announced the motion passed. The meeting record did not include a roll-call tally by name in the transcript.
