The Avondale Planning Commission on a 4–0 voice vote recommended approval of application PL240077, a conditional use permit (CUP) to allow a truck fueling station and truck dispatch as additional uses tied to an office/warehouse at the Premier Underground site.
Planning staff presented the proposal, saying it meets the five findings required under the Avondale zoning code (section 28‑8) for granting a CUP — compatibility with the general plan, compatibility with surrounding industrial character, adequate on‑site space and circulation, access to public streets and traffic capacity (a traffic study was reviewed by the city traffic engineer), and the imposition of conditions of approval listed in the staff report. Staff recommended approval of the item.
During questioning, a commissioner asked whether the fueling tanks would be aboveground or underground. Planning staff said they believed the tanks would be underground. Dan Fox, the project architect and general contractor, told the commission the tanks "are intended to be above ground tanks," that there would be two tanks, and that fueling would be set back and walled to minimize visibility. Fox said the fueling infrastructure was for Premier Underground’s private use and that the installation would include required safety measures and shutoffs. Fox also stated the project would comply with state and county fueling requirements; staff had earlier described review only against city requirements.
Commissioner Grimm asked whether a truck wash was part of the CUP; staff said a truck wash is part of the overall project but is not included in the CUP and is not an allowed use under current zoning.
No members of the public spoke during the public hearing. A commissioner moved to recommend approval of PL240077 subject to the five conditions in the staff report; Commissioner Stanfield seconded. The clerk called the roll and recorded affirmative votes from Commissioner McBurney, Commissioner Grama, Commissioner Stanfield and Chair White. The chair announced the motion carried, 4–0.
The commission’s recommendation will be forwarded consistent with the city’s review process and subject to the listed conditions of approval in the staff report. The staff report and recommended conditions contain the detailed operational and safety requirements the commission referenced.
