We’re still getting it remediated,” said Staff member, who briefed the council on ongoing mitigation and coordination with contractors and insurers. An engineering representative reported outdated electrical panels and wiring needing replacement and recommended a full engineering design and oversight package. “That’s the route I would recommend,” the engineering presenter said, explaining the $338,000 estimate covers design, construction documents, bid assistance and oversight.
Council members pressed staff about whether the ADA access should be moved to the front entrance or repaired at the existing side entrance. Staff said moving the primary ADA access to the front would likely be more expensive (council mentioned figures on the order of six figures), while repairing the side entrance and adding a door‑open button could be significantly cheaper; staff committed to providing detailed exterior‑repair and ADA upgrade estimates at the next meeting.
On the special-meeting agenda the council considered Resolution 032026 to approve change order estimate No. 1 with White Key Restoration for $145,625 for restoration work. Staff emphasized the work plan will include post‑testing walk‑throughs and that unknowns remain once remediation opens walls and ceilings. The council approved the change order by voice vote.
Staff told the council that air sampling and additional testing will precede major work, and that some costs will likely come from city reserves. “We’re going to have to pull from reserves to do it,” the Clerk said during the funding discussion. Staff also noted they are coordinating with the city’s insurer and will return with more detailed cost breakdowns and timelines for council approval.
Next steps: staff will complete required testing, perform walk‑throughs with contractors, provide a detailed estimate for electrical and ADA modifications, and return to council with a recommended motion for any larger contract awards or budget adjustments.
