Assistant to the City Manager Brian Adam presented the proposed FY2025–26 capital improvement program and related operating‑budget changes. Adam described a $2 million adjustment to align the CIP with the "San Bruno triple flip," summarized carryovers and new project requests, and reported an updated appropriations limit of roughly $59.03 million.
Adam said the proposed CIP includes 16 new projects and funding for 13 ongoing projects. He explained staff reallocated funds previously intended for a reassessment of the residential parking permit program toward lighting upgrades near the recreation center and other priorities. The operating budget total shown in the presentation reflected internal service funds and other adjustments.
Public Works Director Matt Lee said the reported $22 million in the streets category reflects program carryovers and multiple street‑related projects, not paving alone, and noted other eligible activities such as Safe Routes to School. Councilmembers raised concerns about staffing capacity to deliver a larger pipeline of projects, asked for updated reporting on unfunded needs and progress, and discussed potential future revenue measures to support long‑term capital needs.
After discussion the council adopted the CIP enabling resolutions and the appropriations limit by unanimous vote. Staff said they will provide more regular updates on CIP progress and consider providing updated estimates for unfunded projects.
