Developer asks Needles for rapid approval to convert River Luxe site to RV and boat storage

Jeffrey West, who said he and his family own the River Luxe Resort development, told the City of Needles council he intends to change the project’s business model and asked the city to expedite approvals.
West said he plans to convert approximately 13 of the 15 approved acres to RV and boat storage while keeping 2 acres at the corner — where a digital billboard sits — reserved for multifamily housing or a hotel. He told council and staff he has operators interested in establishing a secure RV/boat storage facility near local launch ramps and that quick approvals are financially important after a long approval process for the original project.
"We have people that wanna come in and invest and buy," West said, requesting the council’s assistance in moving the project forward more rapidly than the five years it took to reach earlier approvals.
West also formally requested release of a $50,000 deposit tied to the Wilmsburg letter. "We have a $50,000 deposit ... so I would like to formally request the release of that $50,000 please," he said. City staff acknowledged the request on the record.
Council did not take final land‑use action at the meeting; West said engineering and architectural work is under way and asked staff for help accelerating permitting to accommodate investor interest.
