Staff responded that the report contains quantified estimates and agreed to provide clearer cost-benefit information in future requests. Councilmembers agreed that the intent of the letter was acceptable and moved to adopt item 4.3; the motion passed with no opposition.
The council asked staff to include clear, comparable metrics (per-household cost, estimated annual emission reductions, and identified rebate or incentive programs) in future support-letter packages so the fiscal implications are transparent to constituents.
