Atwater council accepts water meter project as complete and adopts 2026'2030 strategic plan

The Atwater City Council on July 14 accepted the water-meter installation project as complete and adopted the City of Atwater's 2026'2030 strategic plan.
Public Works Director Justin Vincent told the council the project installed 2,556 meters under the contract; staff noted several hundred additional meters are not included in the original contract and will be installed in the coming three months. Meter programming and integration with the City's billing software remain in progress, with a projected customer portal launch in September.
Councilmember questions focused on when meter-based charges would begin; Vincent said charges are processed once meters are programmed and data is entered into finance, noting that about 5,000 to 6,000 houses were already receiving metered charges. He also described how meters transmit hourly reads to a base tower and how the software flags potential leaks for staff review.
Separately, the council adopted the city's strategic plan for 2026'2030 after a report from the city manager summarizing public input collected at a May 31 workshop. The plan keeps existing mission, vision and values while organizing objectives into ongoing actions (for example, maintaining 25% reserves) and one-time projects such as business attraction, a potential dog park and evaluating an economic development manager.
Both actions passed on recorded votes; the strategic plan will be reviewed annually and possibly semiannually, according to staff.
