At its March 24 meeting, the Scotland Planning & Zoning Commission reviewed several routine administrative items, including housing counts, enforcement matters and training for commission members.
Sub‑committee chair J. Jakubowski said there are 13 housing proposals at the state level but funding outcomes may change if federal funds are reduced. The commission reviewed state data indicating roughly 650 housing units in town (2020 census); the state’s listing shows 42 assisted units and 23 USDA/CHFA loans. Commissioners discussed possible ZIP‑code reporting discrepancies and noted deeded restrictions as one way a rental could be counted in town totals.
In enforcement, I. Kisluk reported a tractor trailer on Gager Hill Road has not been moved; if registered in town it might require a special permit but could be allowed if parked on the owner’s property without obstructing sight lines. Kisluk also said she will check accessory buildings at 51 Palmer Road.
On procedural matters, commission members were reminded they need four hours of training; several class dates were announced and the fee was listed at $35 per class. The commission also received two minor public inquiries: owners at 5 Kemp Road said they intend to apply for a Special Permit to operate a dog‑sitting/kennel and plan a soundproofed metal building; owners at 347 Hanover Road asked about placing a trailer to assist a disabled veteran and were advised to consult EHHD on septic requirements, with I. Kisluk to sign off when plans are complete.
