Larkspur officials say Library at the Commons nears finish; no budget change requested

The Larkspur City Council received a quarterly update Jan. 21 on the Library at the Commons project, with Public Works Director Julian Skinner saying the building is in its finishing stages and on track for substantial completion within weeks.
"Most of the significant structure work, building envelope, siding, has been completed, and we're now getting into the finishes of the building," Skinner told the council. He said painting, carpeting and planting are underway and that solar panels and eight electric-vehicle chargers have been installed.
Skinner described exterior site work that remains: widening Rose Lane to create dedicated left- and right-turn lanes into the driveway; installing a traffic circle at the new driveway; and creating about a 12-space parking lot on the west side of Rose Lane. Inside the building, he said, the donor wall, children’s library and meeting rooms are largely fitted out and the project team is scheduling commissioning and final project components.
The presentation noted funding sources for the project and that no budget amendment was being requested at the Jan. 21 meeting. Skinner outlined major funding items shown in the project’s budget table: state library grants, a Levine grant listed at $1,000,000, approximately $6.5 million from the Commons Foundation, and smaller contributions from Measure B and Measure G, bond interest and the general fund.
Skinner said substantial completion — the contractual milestone that allows furniture moves and limited occupancy — is likely in three to four weeks, with final completion and site demobilization possibly a month after that. He said staff will return to the council with options for enhanced east-side lot paving and to consider a donor-funded water feature.
Councilmembers thanked staff and council asked no substantive questions; there were no public comments on the item in person or online.
The council did not vote on any changes to the library budget or contract at the Jan. 21 meeting. Staff said it will post webcam imagery and schedule information for soft openings and the grand opening once dates are firm.
